Minimum Qualifications
Bachelor’s degree in Social Science, Psychology, Applied Science, Public Health or related field; OR an Associate’s degree in a related field and two years of experience in that field; OR four years of related experience. Bilingual in English and Spanish.

A valid Driver’s License in good standing is required.

Preferred Qualifications
Experience interviewing persons using a structured survey in the setting of public health (TB, STD or HIV disease intervention specialist/partner services) or health-related research. Experience conducting health screenings using finger stick collected blood samples. Experience with HIV or Hepatitis C testing and counseling. HIV knowledge and experience working with populations at high-risk for HIV infection is desirable.

Responsibilities
The Public Health Specialists I will be responsible for interviewing and testing participants for the National HIV Behavioral Surveillance System. Responsibilities include screening participants for eligibility, obtaining and documenting informed consent, conducting anonymous face-to-face interviews using a hand-held computer, and providing appropriate health care and social service referrals to participants. In addition to the administering the health survey, the incumbent will conduct HIV and Hepatitis C testing via finger stick collected blood. The incumbent will counsel and deliver test results, provide tailored prevention messages to participants based on risk behaviors, and provide anonymous referral to services and health care as needed. The incumbent must display diplomacy and professionalism in the conduct of all project activities, ensuring protocol adherence throughout the study period. Driving of the project mobile vans is required.

Conditions of Employment
Grant funded position through 11/30/19. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
