Sealed Bids for Contract No. 21-04-ELEC-556 for Emissions Reduction Hardware Upgrade on Turner Selective Catalytic Reduction System (SCR) will be received by the Purchasing Agent of the Incorporated Village of Freeport (Municipality/OWNER), New York, until 11:00 A.M. (Local Time), on Tuesday, April 6, 2021, in the Main Conference Room of the Municipal Building, 46 North Ocean Avenue, Freeport, New York, 11520, at which time and place they will be opened publicly and read aloud.

 

Specifications, proposal and proposed contracts may be obtained by visiting the Village’s Website at www.freeportny.gov.  Bidders will be required to sign a Non-Disclosure Agreement to receive specifications.  Bids will be available for download from 9:00 A.M. on Monday, February 22, 2021, until 4:00 P.M. on Friday, April 2, 2021.

 

No later than forty-five (45) days after the bid opening, the Municipality shall accept bids or reject all bids. After the bid opening, a bid may not be withdrawn prior to the date that is forty-five (45) days after such bid opening. The Municipality reserves the right to reject any or all bids, and advertise for new bids, if in its opinion the best interest of the Municipality will hereby be promoted.

 

The Municipality seeks an emissions reduction hardware upgrade on Turner SCR.

 

This project is being financed with U.S. Department of Housing and Urban Development (“HUD”) Community Development Block Grant-Disaster Recovery (“CDBG-DR”) funds administered by the NYS Governor’s Office of Storm Recovery (“GOSR”).  Attention of bidders is particularly called to Section 3 requirements, M/WBE goals, Federal labor standards, Federal and State prevailing wage rates, online reporting requirements using Elation System, Inc. and other requirements included in the GOSR Supplementary Conditions for Contracts. Each Bid must be accompanied by a certified or bank cashier’s check made payable to OWNER, or a Bid Bond issued by a surety licensed to conduct business in the state where the Project is located and having a Best Rating of A- or better from A.M. Best Company and named in the current list of “Companies Holding Certificates of Authority as Sureties on Federal Bonds and as Acceptable Reinsuring Companies” as published in Circular 570 (amended) by the Financial Management Service, Surety Bond Branch, U.S. Department of the Treasury, in an amount not less than five percent of the amount of the Bid submitted. The following goals for MWBE participation on this project have been established at:

 

Minority Owned Business Enterprise (MBE)  15% 
Women Owned Business Enterprise (WBE)  15% 

 

Each Bidder must complete and submit with his/her bid the “Iranian Investment Activities Certification” in compliance with General Municipal Law 103-g, Iranian Energy Sector Divestment.

 

The Bidder to whom the Municipality proposes to award the Contract will be required to furnish performance and payment bonds and the necessary insurance certificates as prescribed in the General Conditions and the Supplementary Conditions upon the execution of the Agreement.

 

Bidders are required to execute a non-collusive bidding certification required by Section 103-d of the General Municipal Law of the State of New York.

 

The attention of Bidders is particularly called to the requirements as to the conditions of employment to be observed and the minimum wage rates to be paid under the contracts.

The Municipality reserves the right to reject any or all of the Bids received, to re-advertise for Bids, to abandon the project, to waive any or all informalities in any Bid received and to accept any proposal which the Municipality decides to be for the best interest of the Municipality.
